At property level, GA4 is technically eligible for ads personalisation, but exports of GA4 data or audiences to Google Ads and remarketing-specific data collection are not active. Google Signals, User-ID, demographics, Customer Match, enhanced conversions and user-provided data are off.

Only after Marketing consent do Google Ads and Conversion Linker attribute campaigns and measure conversions, and activated Google tools may process cookie and online identifiers and technical data, including the IP address. Ads personalisation, GA4 audience exports and remarketing are not active until configured separately; if activated, they require Marketing consent. Customer Match, enhanced conversions and user-provided data remain off.
